The agenda reads, It is recommended that the State Regents approve the allocation of $1,300,277.19 to the University of Oklahomas Health Sciences Center (OUHSC) from revenue collected from the taxes placed on the sale of cigarettes and tobacco products. The diverting of revenue from cigarettes and tobacco has been lawful since 2004, when the Oklahoma Legislation passed a bill designating a portion of the revenue collected from taxes on the sale of cigarettes and tobacco products to be allocated for specific purposes at OUHSC and OSU CHS. Other programs the University will pushing for funding in include a request to offer the Bachelor of Arts in Environmental Studies, the Bachelor of Science in Environmental Studies, and the Graduate Certificate in Earth Observation Science for Society and Sustainability. All of these programs would be funded with the stipulation that the programs meet certain criteria in areas such as student enrollment and graduation rates
